(Greenburgh, NY) — Democratic candidate for Greenburgh Town Supervisor Barry McGoey today criticized 34-year incumbent Supervisor Paul Feiner over a long-standing policy that currently offers Town employees a $20,000 annual health insurance buyout, calling it an unreasonable financial burden on Greenburgh taxpayers.


“Let’s be clear, the $20,000 healthcare buyout exists because of Paul Feiner. As the Town’s chief fiscal officer, Supervisor Feiner negotiated and established this policy over a decade ago,” McGoey said. “He didn’t just introduce it once—he signed agreements perpetuating this buyout level year after year, including in 2025. It is another example of fiscal mismanagement by Mr. Feiner at the expense of Greenburgh residents.”


McGoey noted that insurance buyouts are a common way for organizations to reduce their total healthcare expenditures, but emphasized that Greenburgh’s benefit far exceeds typical levels. By comparison, New York State offers $1,000 per year to individual employees and $3,000 for family plan opt-outs, while the City of Yonkers provides up to $4,000 for employees who take an insurance waiver. In 2025, the total cost of these buyouts to Greenburgh taxpayers was more than $1.87 million.


“At a time when families are struggling to pay for gas and groceries, Paul Feiner's exorbitant buyout makes it even harder to afford living in Greenburgh,” McGoey said.


McGoey also criticized what he described as Feiner’s shifting position on the issue. “If Mr. Feiner now thinks this policy is flawed, he owes Greenburgh residents an explanation—why did he negotiate it, and why did he support it for so many years?” McGoey added. “We need leadership in the Supervisor’s office, not someone who changes course whenever it’s politically convenient.”


McGoey pointed to what he called a broader pattern of fiscal mismanagement under Feiner’s tenure, citing a $100 million deficit, including $30 million in uncollected property taxes. These and other findings from a January 2026 forensic review have prompted the Town Board, over Feiner’s objection, to seek an investigation by the New York State Comptroller’s Office. A response to this request is pending.


Barry McGoey is the Democratic Party-endorsed candidate for Greenburgh Town Supervisor and will face Paul Feiner in a primary election on June 23.
