McGoey Advocates Term Limits in Greenburgh

(Greenburgh, NY) — Democratic candidate for Greenburgh Town Supervisor Barry McGoey has announced his support for term limits for elected Town officials, citing the need to improve accountability, fresh thinking, and civic engagement in local government.
If elected, McGoey would seek to implement and abide by a 12-year cap on consecutive terms for Greenburgh Town Supervisor and Town Council members. By creating room for new people and diverse perspectives, term limits encourage greater oversight, innovation, and responsiveness to constituents. Term limits also reduce the risk of power entrenchment and prioritize institutional strength over individual office holders.
“Public office is a privilege, not a lifetime appointment,” said McGoey. “While a term-limit policy for Greenburgh should be developed in discussion with the Town Council, and with input from the community at large, I believe 12 years strikes a healthy balance. It would allow elected officials the time needed to develop expertise and see projects through, while also ensuring the door is open to the next generation of leadership.”
For comparison, Westchester County legislators serve up to 12 years (six two-year terms) and the County Executive up to eight years (two four-year terms). New York City imposes a limit of two four-year terms, while the Town of Huntington allows officials to serve up to three four-year terms.
In his challenge to 17-term incumbent Paul Feiner, McGoey is seeking to bring operations in the Town Supervisor’s office up to modern professional standards. Feiner has been under fire for findings of widespread mismanagement, oversight failures, and an approximately $100 million deficit—as documented in a January 2026 independent forensic report by EFPR Group, CPAs, which Feiner has denounced as politically motivated.
“The danger of unlimited incumbency becomes all too clear when looking at Mr. Feiner’s rejection of the facts,” said McGoey. “Greenburgh is facing a very serious financial crisis, and it happened entirely on his watch as the Town’s full-time chief administrator and chief fiscal officer. Denying responsibility may serve Mr. Feiner’s political strategy as he campaigns for an 18th term, but it’s a terrible way to run the Town.”
Barry McGoey is the Democratic Party-endorsed candidate for Greenburgh Town Supervisor and will face Paul Feiner in a primary election on June 23.
