MEET BARRY

Barry McGoey is a long-time Greenburgh resident, attorney, and experienced municipal leader with more than 30 years of service in government operations, budgeting, labor relations, and public administration. He currently serves as an elected Trustee in the Village of Ardsley, where he helps oversee municipal finances, set policy, and ensure efficient, accountable local government.

Town Board Requests Investigation

"Our recently completed independent forensic and financial performance review for the years 2020-2023 exposed serious fiscal mismanagement of funds, which the current Town Comptroller estimates to amount to approximately $100,000,000, with a significant amount now uncollectable.... The Town Council is concerned that the forensic review has identified only a fraction of the fiscal mismanagement with our residents facing increased pressure on their pocketbooks, and our budget straddling a variety of complex costs."

"$39.5 million was set aside for the new criminal justice complex, but because the cash was thrown into the general fund in the budget instead of its own account, only $7.4 million has been used for the project.... Other findings include shoddy record-keeping of contingency, or emergency, budget funds, former town employees that were never purged from payroll records, and 24 former staffers who are no longer on the job but still have access to accounting and operations programs."

He holds degrees in Accounting and Finance from Iona College, a Juris Doctor from Pace University School of Law and a Certificate in Strategic Human Resources Leadership from Cornell University. He has served as a New York State Court Officer and a City of Yonkers firefighter. For more than a decade he was President of the Yonkers Firefighters Union and was Legislative Director of the New York State Public Employees Conference. Perhaps most pertinent to the town's challenges, he worked as an internal auditor."

"The review of the delinquent tax collection report identified 587 accounts with an aggregate outstanding balance of $29,390,813, as of December 31, 2024. Upon further review, we noted some of the outstanding balances trace as far back as 1967.... Large outstanding tax receivable balances has a double effect for the Town. In Westchester County, municipalities like Greenburgh are tasked with billing and collecting county and school real property taxes for the districts within their jurisdiction. If balances go unpaid, the Town is responsible to make the county and affected districts whole, placing the Town in a deficit situation."
